Board Member Bios


James Michael Mansour James Michael Mansour, Chairman, has started several successful telecommunication companies including National Telecommunications of Austin, National Telecommunications of Florida, GroupTel, Clearwire Technologies, and is currently the president of Telephone Management. Mr. Mansour is a Board Member of ATX Technologies Inc. and One Percent Realty. In 2006, he was appointed to the Governors Business Council and in 2007, to the Advisory Board of Economic Development Stakeholders.


Malcolm Gillis, Ph.D., M.A., B.A. Malcolm Gillis, Ph.D., M.A., B.A., Vice Chairman, is a professor at Rice Univ. and formerly served as its president from 1993-2004. He is a board member of the Natural Council for Science and Environment, and chair of BioHouston and the Vietnam Education Fndtn. He is a life member of the Houston Livestock Show and Rodeo, and a member of the American Economic Association. He formerly served on the board of the Houston Symphony, St. Luke’s Hospital of Houston and the Federal Reserve Bank of Dallas. He received a bachelor’s and master’s degree from the Univ. of Florida at Gainesville, and a doctorate degree from the Univ. of Illinois at Urbana-Champaign.


Dee J. Kelly Dee J. Kelly, Secretary, of Fort Worth, is the founder of Kelly, Hart & Hallman, P.C., where he represents individuals, institutional clients, and municipalities in a broad range of civil litigation matters before state and federal courts at both the trial and appellate levels. Mr. Kelly has experience in the airline industry, banking and health care. He currently sits on the Board of Directors of University Medical Center, Inc., and the Board of Trustees of the Moncrief Cancer Foundation. He was previously on the Board of Trustees of the University of Texas Cancer Center. Mr. Kelly is a cancer survivor.


Dr. Joseph S. Bailes Dr. Joseph S. Bailes is an oncologist with experience in legislation, public policy and advocacy. He has been a partner of Texas Oncology, P.A., the largest oncology practice group in the country, since 1986. Dr. Bailes has served in various leadership positions for the American Society of Clinical Oncology (ASCO) for two decades, and was previously a Clinical Assistant Professor at the University of Texas Health Science Center in San Antonio. Dr. Bailes has treated numerous cancer patients throughout his career, and was formerly a member of the Texas Cancer Council Board of Directors.


Cindy Brinker Simmons Cindy Brinker Simmons of Dallas, is president of Levenson & Brinker Public Relations. She also founded Wipe Out Kids' Cancer in 1980, a non-profit organization that funds cancer research projects at the Children's Medical Center in Dallas and is president of the Maureen Connolly Brinker Tennis Foundation. Ms. Brinker Simmons is the author of the popular book LITTLE MO’S LEGACY: A Mother's Lessons, a Daughter's Story.


Scott C. Sanders Scott C. Sanders of Austin is owner and CEO of River City Sportswear. He is a board member of the Lone Star Paralysis Foundation Golf Tournament and the Coastal Conservation Association of Austin. Additionally, he is a member of the South Austin Civic Club, past member of the Austin Young Men’s Business League, and a volunteer coach at the Regents School of Austin. He received a bachelor’s degree from Texas Tech University.


Lionel Sosa Lionel Sosa is an independent marketing consultant, and nationally recognized portrait artist. He is the founder of Sosa, Bromley, Aguilar & Associates, now Bromley Communications, the largest Hispanic advertising agency in the U.S. Currently, he serves on the board of directors of QuePasa.com as well as SiTV.


Charles W. Tate Charles W. Tate is Chairman and Founder of Capital Royalty L.P., a private equity firm targeting investments in the healthcare industry. He was a partner and member of the Mgmt Cmte. of Hicks, Muse, Tate & Furst Inc., from which he retired at the end of June 2002. He serves on The Univ. Cancer Fndtn. Board of Visitors for M. D. Anderson Cancer Ctr and as Chair of the External Advisory Cmte of the Dept. of Biomedical Engineering at UT-Austin. In Sept. 2005, he became Chair of the TX Life Science Ctr of Innovation and Commercialization, and since Jan. 2008 he has served on The Robert A. Welch Fndtn. Board of Directors. He received his B.B.A. from UT-Austin in 1968 and M.B.A. from Columbia Univ. Graduate School of Business in 1972. He also serves on the Board of Overseers of the Columbia Univ. Graduate School of Business.


Jeanne L. Phillips Jeanne L. Phillips is senior vice president of Hunt Consolidated, Inc. She is a past presidential appointee to the Organization for Economic Cooperation and Development in Paris, France, where she served as U.S. permanent representative and ambassador. Prior to serving as U.S. Ambassador, she owned and operated Jeanne Johnson and Company, Inc., a Dallas-based, top high-dollar fundraising firm. She received a bachelor’s degree from Southern Methodist University.


Commissioner Susan Combs Commissioner Susan Combs was elected in 2006 to serve as the TX Comptroller of Public Accounts. Commissioner Combs received her BA from Vassar College and her J.D. from UT School of Law. She is a fourth generation Texas rancher and former Assistant District Attorney in Dallas. She was elected to the TX House of Representatives in 1992 and 1994. Commissioner Combs is also a member of the TX and Southwestern Cattle Raisers Association, TX Wildlife Association and Natural Resources Fndtn of TX , a member of the TX Farm Bureau, Independent Cattlemen’s Assn. of TX, TX Cattle Women and TX Agri-Women. She was the Commissioner of Agriculture from 1999 to 2006.


Attorney General Greg Abbott Attorney General Greg Abbott was reelected as the 50th Attorney General of TX on Nov. 7, 2006. Prior to his election as attorney general, Greg Abbott served as a Justice on the TX Supreme Court and as a State District Judge in Harris County, where he served with distinction. General Abbott's career in public service began in Houston, where he served as a highly rated state trial judge in the 129th District Court for three years. Attorney General Abbott was born in Wichita Falls and raised in Duncanville. After graduating from UT with a B.B.A. in Finance, he received his law degree from Vanderbilt University.
